Seminaar: Confidence intervals for welfare indices under complex sampling

Abstact:

Most poverty and inequality analyses rely on household-based surveys, such as income and expenditure surveys. Since multistage stratified sampling is used for these surveys, and coverage errors and non-response are generally part of surveys, it is essential that the data be weighted in order to obtain improved accuracy of the estimates of measures such as mean income and poverty rates. This complex sampling design makes bias and variance estimation quite intricate. Hence, a short summary on the use of calibration/integrated weighting in improving estimation of welfare indices, along with how resampling techniques, viz. jackknife and bootstrap, are applied in variance estimation, will be given.
The second part is devoted to a more elaborate discussion on obtaining confidence intervals for the welfare indices making use of the bootstrap resampling technique. The confidence intervals currently used, are the standard (asymptotic) interval, percentile interval and bootstrap-t interval. A fourth confidence interval, viz. the BCa interval, is also discussed.
The Income and Expenditure Survey (IES) 2000 of South Africa is used as a basis for a simulation study and details of it will be provided in the paper. Conclusions on whether resampling techniques provide reliable results, especially for confidence intervals, will be given.
