The Office of the Auditor-General of South Africa is one of the Chapter 9 state institutions responsible for supporting constitutional democracy in terms of section 181 of the Constitution of the Republic of South Africa, 1996. It plays a critical role in safeguarding the health of South Africa\u2019s public finances.<\/p>\n

\u201cWasteful expenditure, financial mismanagement and corruption divert vital resources from the realisation of all the rights in the Bill of Rights, and undermine public confidence in the institutions of constitutional democracy,\u201d says Professor Sandra Liebenberg, HF Oppenheimer Chair in Human Rights Law, at Stellenbosch University\u2019s Law Faculty.<\/p>\n

In his most recent report<\/a>,<\/u> the Auditor-General identifies an absence of accountability as the most significant cause of unsatisfactory local government audit outcomes. According to Liebenberg, the deterioration of municipal accountability for financial and performance management holds profound implications for local government \u2013 most notably its ability to deliver affordable services to all South Africans in a sustainable manner. \u201cThese services are part of the socio-economic rights that the State is constitutionally obliged to fulfil in terms of the Bill of Rights,\u201d Liebenberg says.<\/p>\n

Significant amendments to the Public Audit Act 25 of 2004<\/a> entered into force on 1 April 2019, which give more teeth to the Auditor-General\u2019s office. These amendments empower the Auditor-General to refer suspected material irregularities arising from an audit to a relevant public body for investigation, as well as to take appropriate binding remedial action to ensure that losses suffered by the State are recovered where possible.<\/p>\n

During the 2019 Annual Human Rights Lecture, Mr Makwetu will address the theme of \u201cAccountability for Public Resources: The Role of the Auditor-General\u201d. The lecture is hosted by Professor Sandra Liebenberg and Professor Nicola Smith, the Dean of the Faculty of Law, with the support of the law firm Webber Wentzel.<\/p>\n

Mr Makwetu is a qualified chartered accountant and holds a Bachelor of Social Science degree from the University of Cape Town, as well as a Bachelor of Accounting Science Honours (Honours BCompt) degree from the University of Natal (now UKZN). Over the course of his career, Mr Makwetu has worked at Standard Bank, Nampak, Liberty and Metropolitan Life. He was the director in Deloitte\u2019s forensic unit before his appointment as Deputy Auditor-General at the office of the Auditor-General of South Africa under Terence Mncedisi Nombembe, who held the position from 2006 to 2013. On 1 December 2013, Mr Makwetu was duly appointed as the new Auditor-General of South Africa for a seven-year term.<\/p>\n

Die kantoor van die ouditeur-generaal van Suid-Afrika is een van die staatsinstellings verantwoordelik vir die ondersteuning van grondwetlike demokrasie ingevolge artikel 181(1) van hoofstuk 9 van die Grondwet van die Republiek van Suid-Afrika, 1996. Dit speel \u2019n noodsaaklik rol in die beskerming van die welstand van Suid-Afrika se openbare finansies.<\/p>\n

\u201cVerkwistende besteding, finansi\u00eble wanbestuur en korrupsie keer noodsaaklike hulpbronne weg van die verwesenliking van al die regte vervat in die Handves van Regte, en ondermyn openbare vertroue in die instellings van grondwetlike demokrasie,\u201d s\u00ea professor Sandra Liebenberg wat die HF Oppenheimer-leerstoel in Menseregte in die Fakulteit Regsgeleerdheid aan die US beklee.<\/p>\n

In sy mees onlangse verslag<\/a>, identifiseer die ouditeur-generaal \u2019n afwesigheid van verantwoordings-pligtigheid as die belangrikste oorsaak van die onbevredigende uitkomste van oudits van plaaslike regering. Volgens Liebenberg, hou die agteruitgang van munisipale verantwoordingspligtigheid vir finansi\u00eble en prestasiebestuur verreikende gevolge in vir plaaslike regering \u2013 veral vir di\u00e9 sfeer van regering se vermo\u00eb om bekostigbare dienste aan alle Suid-Afrikaners op \u2019n volhoubare wyse te lewer. \u201cHierdie dienste maak deel van die sosio-ekonomiese regte uit wat die staat grondwetlik verplig is om aan te voldoen ingevolge die Handves van Regte,\u201d meen Liebenberg.<\/p>\n

Beduidende wysigings tot die Wet op Openbare Oudit 25 van 2004<\/a>, wat op 1 April 2019 in werking getree het, gee groter slaankrag aan die kantoor van die ouditeur-generaal. Hierdie wysigings bemagtig die ouditeur-generaal om vermoedelik materi\u00eble ongerymdhede wat uit \u2019n oudit voortgespruit het, na \u2019n toepaslike openbare liggaam vir ondersoek te verwys, sowel as om die gepaste bindende remedi\u00ebrende aksie te neem om te verseker dat verliese wat die staat gely het, verhaal kan word waar moontlik.<\/p>\n

Gedurende die 2019 Jaarlikse Menseregtelesing, sal mnr Makwetu die rol van die ouditeur-generaal in die verantwoordingspligtigheid vir openbare hulpbronne aanspreek. Die lesing word deur professor Sandra Liebenberg en professor Nicola Smith, die dekaan van die US se Fakulteit Regsgeleerdheid, aangebied met die ondersteuning van die regsfirma Webber Wentzel.<\/p>\n

Mnr Makwetu is \u2019n gekwalifiseerde geoktrooieerde rekenmeester met \u2019n BSocSc-graad van die Universiteit van Kaapstad, asook \u2019n honneursgraad in Rekeningkundige Wetenskap (Hons. BCompt) van die Universiteit van Natal. Deur die loop van sy loopbaan het mnr Makwetu by Standard Bank, Nampak, Liberty en Metropolitan Life gewerk. Hy was die direkteur van Deloitte se forensiese eenheid voor sy aanstelling as adjunk-ouditeur-generaal in die kantoor van die ouditeur-generaal van Suid-Afrika onder Terence Mncedisi Nombembe, wat van 2006 tot 2013 die pos van ouditeur-generaal beklee het. Mnr Makwetu is op 1 Desember 2013 as die nuwe ouditeur-generaal van Suid-Afrika vir \u2019n termyn van sewe jaar aangestel.<\/p>\n
